During the 2019 Utah State Legislature session, House Bill (H.B.) 373: Student Support Amendments was sponsored by Representative Steve Eliason and Senator Ann Millner. This bill designated the Utah State Board of Education (USBE) to distribute money appropriated under this section to Local Education Agencies (LEAs) to provide, in a school, targeted school-based mental health support. This includes clinical services and trauma-informed care, through employing or entering into contracts for services provided by qualifying personnel. The grant funding will be administered through the Utah Grants Management System (UGMS).
The School-based Mental Health Qualified Grant Program (SBMHQGP) for LEAs and Regional Education Service Agencies (RESAs) was created in accordance with the following state statute and USBE rule.

FY 2024 allocation projections for LEAs are based on the October 1, 2022 headcount. Projections for Regional Education Service Agencies (RESAs) are based on the number of member LEAs within their region.
LEAs interested in receiving School-based Mental Health Qualified Grant Program funding need to successfully complete and submit a comprehensive plan, to be approved by USBE.
This application is for LEAs who are applying for this grant funding for the first time for FY 2024 or LEAs who have completed their first three-year cycle and need to re-apply for this grant.

LEAs who already have an approved plan are required to submit an Annual Plan Update, including a budget revision, for Year Two and Year Three of their three-year grant cycle.

FY 2023 Qualifying Personnel and Contracts Survey

In order to receive reimbursement through the UGMS, an LEA must demonstrate the hiring of qualified personnel to the Superintendent. USBE is requiring the LEA to provide the Comprehensive Administration of Credentials for Teachers in Utah Schools (CACTUS) Identification Number (ID) or the Division of Occupational and Professional Licensing (DOPL) number for the hired qualified personnel for verification. If the LEA enters a contract with a local mental health authority, another organization or private provider, they need to provide evidence of the executed contract. After this information is verified through the Qualifying Personnel and Contracts Survey, LEAs will need to request reimbursement through the UGMS.
LEAs are required to provide an annual report of their progress toward achieving goals and outcomes outlined in their School-based Mental Health Qualified Grant Program plan.
