Sydnee Dickson, Ed.D.
Utah State Superintendent of Public Instruction
Dr. Sydnee Dickson has been serving the children of Utah as a proud educator for the past 41 years. She joined the Utah State Office of Education in 2007 and was named as State Superintendent of Public Instruction on June 23, 2016. Prior to joining the Utah State Office of Education, Sydnee served in Utah public schools in roles including teaching, school counseling, school and district administration.
Superintendent Dickson began her education in a two-room schoolhouse in rural Utah and went on to earn two master’s degrees in School Counseling and School Administration as well as a doctorate in Education Leadership and Policy at the University of Utah.
Dr. Dickson is a frequent participant on state and national committees, task forces, and boards, including currently serving on the Board of Trustees for the Council of Chief State School Officers and West Ed Board of Directors. Her professional expertise is grounded in engaging community partners, providing educators with evidence-based professional learning, and developing student centered school leadership. Sydnee is passionate about developing equitable and innovative school systems to ensure all students are prepared to have choices for their future.
Patty Norman
Deputy Superintendent of Student Achievement
Dr. Patty Norman, Deputy Superintendent of Student Achievement, is responsible for programs, departments and initiatives leading towards compliance and innovative efforts in closing achievement and opportunity gaps, and increasing student learning and achievement in the state of Utah. Prior to her work at the Utah State Board of Education (USBE), Dr. Norman worked in public education as a teacher, math specialist, math supervisor, digital curriculum supervisor, and Director of Curriculum and Instruction. As an advocate for equity and excellence in education, Patty earned her Bachelor's and Master's Degrees at Weber State University, and her Administrative Certificate and Doctor of Philosophy at Utah State University.
Deputy Superintendent Norman oversees the following USBE sections:
- Assessment and Accountability
- Career and Technical Education (CTE)
- Child Nutrition Programs (CNP)
- School Counseling, Equity, and Prevention (SCEP)
- Special Education Services (SES)
- Teaching and Learning
Angela Stallings
Deputy Superintendent of Policy
Angie Stallings currently serves as the Deputy Superintendent of Policy and is responsible for policy review, rule writing and legislative relations. Prior to working for the Utah State Board of Education (USBE), Ms. Stallings worked as associate general counsel in the Office of Legislative Research and General Counsel for 10 years specializing in Utah state tax, public education and higher education issues and as an attorney and law clerk in both public and private practice. She holds a juris doctorate from the University of Utah and a bachelor’s in political science from Utah State University.

Scott Jones
Deputy Superintendent of Operations
Scott Jones currently serves as the Deputy Superintendent of Operations for the Utah State Board of Education (USBE) in addition to performing his duties as a member of the Utah Charter School Financing Authority (UCSFA). Mr. Jones was appointed to the position of Deputy Superintendent of Operations in July of 2015. He has a Bachelor's Degree in Economics and a Master's Degree in Accounting. Scott currently serves in the United States Army Reserve as the Deputy Chief of Staff, Logistics for the 807th Medical Command in Salt Lake City Utah. He has worked in the both the private sector and the public sector in the areas of brokerage, financial analysis, comptroller, budget formulation and analysis, federal and state programs, procurement, security and logistics.

Sarah Young
Chief of Staff to the State Superintendent
Sarah Young is responsible for external and internal communications and facilitates the execution of strategic initiatives. Sarah joined the agency in the May of 2012 and has served in a variety of roles including Science, Technology, Engineering and Mathematics (STEM) Specialist, Digital Teaching and Learning (DTL) Coordinator, and most recently Director of Strategic Initiatives. Sarah was appointed to the position of Chief of Staff in December 2021. Prior to joining the agency, Sarah served as an Albert Einstein Fellow with the National Science Foundation in Washington D.C. Sarah earned a Bachelor of Arts degree in Environmental Population Organism Biology from the University of Colorado Boulder and her Master of Education degree from Lesley University.
