November 7, 2024 Board Meeting
The Utah State Board of Education:
- Named Elisse Newey as the deputy superintendent of policy.
- Began the standards revision process for driver's education and physical education.
- Approved the minimum guidelines for Child Sexual Abuse and Human Trafficking Prevention materials.
- Supported additional 2025 legislative funding requests.
- Full agenda.
Board Names Elisse Newey as Deputy Superintendent of Policy
The Utah State Board of Education named Elisse Newey as its new deputy superintendent of policy. Previously, Deputy Newey has served as a policy advisor at USBE. Deputy Newey replaces Angela Stallings, who stepped down from the role in October to accept a position with the Utah System of Higher Education.
Deputy Newey’s background in education and policy is extensive. She earned her juris doctorate from Brigham Young University (BYU) in 2018. While at BYU, Deputy Newey served as a law clerk with the Office of the General Counsel, and as editor-in-chief of the Education & Law Journal. Deputy Newey also earned a Ph.D. in Educational Inquiry, Measurement, and Evaluation from BYU in 2023. Deputy Newey has served as an educator in Austin, Texas, a visiting instructor at the University of Texas at Austin, and a corps member for Teach for America.

Board Begins Revision of Annual Core Standards Rubric
The Utah State Board of Education has directed staff to begin the standards revision process for driver’s education and physical education. Policy 3002 establishes the process for determining when and how core standards should be revised. As a result of the "annual analysis of each of the core standards rubric" review, the Board determined revision of the driver’s education and physical education standards were necessary outside of the normal revision timeline.

Board Approves Child Sexual Abuse and Human Trafficking Prevention Minimum Guidelines
The Utah State Board of Education has approved the minimum guidelines for Child Sexual Abuse and Human Prevention materials after requesting amendments from staff. The three documents that have been revised are the minimum guidelines for student materials, adult serving youth materials, and parent/guardian materials. The Board made the following changes:
- Added R277-630 Child Sex Abuse and Human Trafficking Prevention Training and Instruction instead of "Instructional Materials Review Generic Rubric."
- Removed the "Myths" from the documents (ex. pages 12, 18, and 19 of the parent/guardian document).
- Removed the additional resources from page 25 in each of the minimum guidelines documents.
- Moved SafeUT from the Additional Resources list to the Prevention Resources List in the Resources for Child Sexual Abuse and Human Trafficking.

Board Prioritizes Funding Requests for the 2025 Legislative Session
The Utah State Board of Education voted to support charter-based funding and revised NESS funding, as presented to PEA, in addition to its existing 2025 legislative funding priorities. The 2025 legislative funding requests can be found here.

Board Makes Requests for Statutory Changes
The Utah State Board of Education (USBE) has asked staff to work with legislators on potential amendments to the Utah Code. The statutory change requests includes amending Section 53G-6-402 to allow early-enrollment applications to be accepted through the third Friday in February. The proposed change would mirror the early enrollment application window listed in section 53G-6-401. The Board also requested that staff work with legislators to amend Utah Code to provide a repository outside of USBE for access by students who attended closed private schools to obtain copies of their records including transcripts and diplomas.

Board Approves Waiver Request from Weber County School District
The Utah State Board of Education approved a waiver request for West Field High School in Weber County School District. This district requested a waiver under R277-419(4), which states that an LEA shall provide educational services over a minimum of 180 school days each school year. The approval allows West Field High School to mitigate a loss of days in the start of their school year due to construction delays.

New Administrative Rules, Amendments, and Repeals
The Utah State Board of Education approved, amended, or repealed the following administrative rules:
- R277-316, Professional Standards and Training for Non-licensed Employees and Volunteers. This rule is being amended to add oversight categories and continued upon its five-year review.
- R277-752, Special Education Intensive Services Fund. This rule is being amended to add an oversight category, eliminate language that has sunset by the rule's own terms, and to clarify the special education carry-forward restrictions contained in the rule.

The Utah State Board of Education approved its consent calendar.
Highlights of Friday’s Committee Meetings
The Utah State Board of Education Finance, Standards and Assessments, and Law and Licensing Committees met on Friday, November 8. Items approved in committee meetings will be heard by the full Board during its December meeting.
Finance Committee met online from 8:00 a.m. to 11:00 a.m. Highlights from the meeting included:
- Preliminary approval of R277-801, Services for Students Who are Deaf, Hard of Hearing, Blind, Visually Impaired, and Deaf Blind.
- Preliminary approval of R277-490, Beverley Taylor Sorenson Elementary Arts Learning Program (BTS Arts).
Standards and Assessment Committee met in a hybrid format from 8:30 a.m. to 12:30 p.m. Highlights from the meeting included:
- Preliminary approval of R277-325, Public Education Exit and Engagement Surveys (Incorporated Document - Exit Survey).
- Preliminary approval of R277-325, Public Education Exit and Engagement Surveys.
Law and Licensing Committee met in a hybrid format from 8:45 a.m. to 12:30 p.m. Highlights from the meeting included:
- Preliminary approval of R277-123, Process for Members of the Public to Report Violations of Statute and Board Rule.
- Preliminary approval of R277-113, LEA Fiscal and Auditing Policies.
