Laws and Rules
School Community Councils (SCC) and Charter Trust Land Councils were created by the Utah State Legislature, who also assigns most of the council responsibilities. The Utah State Board of Education is authorized to make rules to execute Board responsibilities. All School Community Councils and Charter Trust Land Councils are required to comply with the requirements for the School LAND Trust program.
