Overview
Utah Code Section 53F-4-207 - Student Intervention Early Warning System Program and Board Rule 277-627 - Early Warning Program requires each Local Education Agency (LEA) to implement an early warning system (EWS). This system must align with best practices and local resources to effectively identify students at risk for academic failure and provide a platform for prompt and timely intervention. An Early Warning System (EWS) Working Group has been formed and is managed by the Utah State Board of Education (USBE) Data and Statistics team and the Prevention Team, with representatives from multiple disciplines. The EWS Working Group provides LEAs with guidance for effective and resourceful implementation of their EWS.

Laws and Policies
Utah Code Section 53F-4-207 - Student Intervention Early Warning System Program requires Local Education Agencies (LEAs) to have a digital program and online data reporting tool that provides formative, actionable data on student outcomes. The statute requires LEAs to:
- Implement digital early warning programs using student-level data (academics, attendance, behavior, discipline, safety, course failures)
- Automatically flag students meeting USBE thresholds for targeted teacher support
- Enable educators to develop and track prevention and intervention plans
- Allow data uploads from local, national, or other assessments in their original format
- Generate annual impact reports for the Board and stakeholders using aggregate, de-identified data
Board Rule 277-627 - Early Warning Program, in alignment with Utah Code Section 53F-4-207, requires LEAs to set thresholds for the early warning system based on best practices, local resources, and priorities. These rules ensure that the early warning system effectively identifies students at risk for academic failure and provides prompt and timely intervention.
Resources and Compliance
In accordance with the law, the Utah State Board of Education (USBE) has selected Panorama Education, Inc. as the primary USBE-approved contractor through a competitive process. Panorama has met all statutory requirements. USBE will cover 50% of the cost for Local Education Agencies (LEAs) that choose to use Panorama’s services. The standard EWS cost is $3,500 or $4,000 per school if LEAs chose to use the optional student survey module. LEAs that opt for secondary vendors will be responsible for 100% of those costs from their own budgets.
LEAs are invited to visit the Panorama Education webpage to begin the enrollment process and fulfill statutory requirements.

Compliance
USBE is responsible for ensuring LEAs comply with the law. LEAs must have a plan for compliance by the 2026-2027 school year. Please complete the Early Warning System Assessment Qualtrics survey by March 6, 2026, to inform USBE about your student information system and your plan for compliance.
