Description

Purpose

The purpose of this contract between the Utah State Board of Education and Education Direction is to provide Comprehensive Needs Assessment/Root Cause Analysis and progress monitoring services. Pursuant to Code and Rule, the Utah State Board of Education (USBE) issued a Request for Proposals (RFP) seeking multiple vendors to provide comprehensive needs assessment and root cause analysis and progress monitoring services for two categories of schools.

Legal Authority

34 CFR § 99.31(a)(3), 34 CFR § 99.35, 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Audit and Evaluation Exception” of the Family Education Rights and Privacy Act (FERPA).

Utah Code § 53E-5-301
State accountability system This section requires the Utah State Board of Education (USBE) to establish a statewide school accountability system to measure performance and determine which schools need support. It mandates that schools designated for comprehensive support develop improvement plans.

Utah Code § 53E-5-303
Improvement plan for certain schools This provision outlines the requirements for schools that have been designated for improvement, including the submission of a plan to the USBE. This plan is based on an analysis of school data.

Utah Code § 53E-5-304
School turnaround plans This code applies to schools with consistently low performance. It specifies the requirements for developing and implementing a turnaround plan, a more intensive version of the improvement plan.

Board review and approval of improvement or turnaround plans This section empowers the USBE to review, approve, or deny the improvement plans submitted by local education agencies (LEAs).

School Improvement and Turnaround This rule provides the specific framework and operational details for the school improvement process, including requirements for LEAs and the USBE. It establishes the process for a local education board to submit an improvement plan to the USBE and the criteria for review.
