Description

Purpose

The purpose of this contract between the Utah State Board of Education and Children First Education Fund is to provide Scholarship Granting Organization Services for students with disabilities.

Legal Authority

34 CFR § 99.30, 20 U.S. Code § 1232g(b)(1), and 20 U.S. Code § 1232g(b)(2)(A). This data sharing is permitted under the parent consent provisions of the Family Education Rights and Privacy Act (FERPA).

Utah Code 53E-7-401
The Utah State Legislature created a Special Needs Opportunity Scholarship Program for students in Utah.

Senate Bill 44 (SB 44)
Renamed the Special Needs Opportunity Scholarship program to the Carson Smith Opportunity scholarship, thereby combining the Carson Smith Scholarship Program with the Special Needs Opportunity Scholarship program.
