Special Needs Scholarship Grants

Overview

The Utah State Board of Education (USBE) currently oversees two scholarship grant programs that provide funding to eligible students wishing to attend private schools to meet their unique learning needs. USBE provides direct management of the Carson Smith Scholarship (CSS) program, while the Special Needs Opportunity Scholarship program is directly managed by a Scholarship Granting Organization (SGO) through a contract with USBE. Oversight for the Special Needs Opportunity Scholarship program is provided by USBE and the SGO organization(s) that report directly to USBE.

The CSS funding amounts are calculated based on the level of time a student needs, their Individualized Education Program (IEP) or assessment. The Special Needs Opportunity Scholarship funding amounts are calculated based on family income.

REMINDER: Scholarship recipients can only be enrolled in ONE of the listed scholarships at a time (Carson Smith, Carson Smith Opportunities Scholarship, or Utah Fits All Scholarship). If a student is enrolled in more than one at a time, they may lose eligibility.
