Overview
The Utah State Board of Education (USBE) School Safety and Student Services consists of the School Safety Center, Prevention, and Student Services teams. Our staff are contacted by many interested vendors seeking to share their products and services related to our work. Details are shared below about the ways vendors can share their information with our staff.
Vendor Fairs
The USBE School Safety and Student Services Vendor Fair was created to allow as many interested vendors as possible to share their products and services related to school safety, prevention, and student services in an equitable way. The USBE School Safety and Student Services section is exploring services that are being utilized in the field and gathering information around what is available to schools. This assists them in providing feedback to Local Education Agencies (LEAs) concerning these products.
Reminder: Utah is a local control state. LEAs (public school districts and charter schools) make their own purchasing decisions.
Areas of Interest:
- building construction (locks, window security film, etc.) and design,
- bullying prevention,
- crisis response systems (emergency notification, wearable panic alert devices, etc.),
- mental health supports,
- physical health (kits, supplies, etc.),
- Social and Emotional Learning (SEL),
- technology systems (audio, intercom systems, two-way radios, etc.), and
- transportation safety.
Events are held virtually 2-3 times per school year and are posted on the website below as a Request for Information (RFI) with the current scope attached. Cost cannot be discussed during presentations. The intentional violation may result in not being eligible for future solicitations. No contract or purchase will be made as a result of these meetings. This is for informational purposes only and is not an approval process.
Utah Public Procurement Place

Presentations are attended by team members of the School Safety and Student Services section, other USBE staff, and collaborative stakeholders to whom presentations may be of interest.

- April 21, 2025 - Wearable Panic Alert Devices Information Only Meetings
- Only for company's whose device meets the specification in House Bill (H.B.) 40: School Safety Amendments (2025) (line 1464) and from the State Security Chief.
- Wearable (app based alert devices must have WiFi back-up included).
- Has the ability to connect with Public Safety Answering Points (PSAPs).
- One for every lead teacher in a classroom.
- During these meetings, the discussion of cost will be allowed. No contract or purchase will be made as a result of these presentations. These are for informational purposes only for only select staff to attend.
- If a company feels their device meets the specification requirements, they may complete the registration form.
- Only for company's whose device meets the specification in House Bill (H.B.) 40: School Safety Amendments (2025) (line 1464) and from the State Security Chief.
- May 2025 - Spring (TBD)

Utah School Safety Conference
The annual Utah School Safety Conference provides a powerful opportunity for K-12 education leaders to learn from nationally recognized speakers and acquire best practices and programs that support comprehensive school safety. This conference includes exhibitor booths for vendors to share their products and services with participants at the beginning and end of each day, and during transition times and breaks.

Purchasing Solicitations
USBE follows the State of Utah Procurement Code, Administrative Rules, and Policies and Procedures, including internal policies. Based on those guidelines, staff cannot discuss cost or product details with vendors for items that will have a posted solicitation outside of the posting. Any questions for a solicitation must be submitted through it's Q&A board.
Vendors who would like to be notified of future solicitations should complete the following steps:
- Visit the State Purchasing "For Vendors" webpage to learn more about registering for future solicitations.
- Create a profile on the Utah Public Procurement Place (Utah DAS, Division of Purchasing) and adjust notification settings as desired.
- Submit the interest form linked in the contact section below and select "Purchasing Solicitation" on the Notifications of Interest question.
