Utah Educator Licensing: Records, Verification, and Personal Updates
The Utah State Board of Education (USBE) manages all state educator licensing records. This guide helps you submit transcripts, track licensing status, update personal information, and request official record verifications.
Understanding Your Utah Educator Licensing Records (USIMS & CACTUS)
Utah educator records are maintained across two separate systems. All information entered into these databases is strictly confidential.
- USIMS (Utah Schools Information Management System): Your primary personal portal. Use USIMS to securely view personal data, track background check progress, complete renewal checklists, and download your current license.
- CACTUS (Comprehensive Administration of Credentials for Teachers in Utah Schools): The internal database used by the USBE licensing team and school district human resource offices to track official licensing histories and school assignments.
System Syncing: Educators do not have direct access to CACTUS. Your relevant CACTUS data automatically syncs to your personal USIMS portal.
Setting Up and Accessing Your USIMS Account
- To create an account: Go to usims.schools.utah.gov and select Sign Up.
- First-time users: The system automatically assigns you a CACTUS ID number once you complete your profile setup.
- Existing educators: The system automatically syncs your new profile with your existing CACTUS records.
- Updating your portal: Any task highlighted in blue on your USIMS Checklist can be updated or viewed immediately.
How to Submit Transcripts for Utah Educator Licensing
USBE requires official, original transcripts for all licensing actions. We do not accept photocopies or printed copies of electronic transcripts.
Important: Whenever you submit transcripts, please clearly include your full name and CACTUS ID number so we can locate your file. You must submit your transcripts in conjunction with an online application or an email request to update your records.

Foreign (out-of-country) Transcripts
If you earned your degree outside the United States, you must have your transcripts translated and evaluated by an approved company.
- Requirements: You must obtain a course-by-course evaluation, a degree evaluation, and a translation.
- Approved Providers: Choose a provider listed by the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
- Discount Note: My International Education Evaluation (MyIEE) offers expedited service and a $20 discount to Utah educators.
Posting or Updating a New Degree
To add a new degree to your CACTUS account, complete the following steps based on how you submit your transcript:

If submitting electronically:

- Order the transcript from your university and have it sent directly to transcripts@schools.utah.gov.
- Send a separate email to transcripts@schools.utah.gov with your full name and CACTUS ID number. State the name of the university and that you are submitting this transcript to post a new degree.

If submitting a paper transcript (by mail):

- Send an email to transcripts@schools.utah.gov to notify the licensing team that your paper transcript is being mailed and explain that it is for a new degree.
- Mail your transcript to the USBE mailing address listed above. Include your name and CACTUS ID.
Updating Personal Information and Job Assignments
The Utah State Board of Education (USBE) requires official documentation to change or correct critical personal identification data.
Important: When submitting any update request by email, always include your full name and CACTUS ID number in the message.

Position or Job Assignment Changes
USBE does not manage individual school assignment histories or employment verification.
- For job data corrections: Contact your Local Education Agency (LEA) Human Resources department or school administration to update your employment records.
- For employment verification: Contact your previous or current employers directly. USBE cannot verify employment history.
How to Print or Look Up a License
Choose the appropriate verification tool depending on whether you are an administrator verifying someone else's credentials or an individual educator managing your own license record.

Official Record & Verification Requests
If you require an official verification letter, testing history, or out-of-state forms completed, send a written request to licensing@schools.utah.gov.
Official USBE Verification Letters
- For Educator License Records: Send an email with the subject line "License Verification Letter – [Your Name]". Include your full name, CACTUS ID, and a detailed list of the information you need verified (licenses, endorsements, assessments, or degrees), a statement granting USBE permission to release your testing history, and the recipient's delivery address..
- For Alternative Routes to Licensure (ARL): If you earned your standard license through Utah's former ARL program and need this history validated, you must explicitly state this requirement in your email request.
Out-of-State Agency Verification Forms
If another state or government agency requires confirmation of your Utah license eligibility or testing requirements using a specific form, follow this process:
- Complete applicant sections:
- Fill out all required applicant fields and sign the form where indicated.
- Indicate the return address:
- Clearly note on the form or in your email where USBE should send the completed document.
- Email the document:
- Save the document as a PDF and email it to licensing@schools.utah.gov.
- Authorize data release:
- Include an explicit statement in the body of your email granting USBE permission to release your licensing and testing information to the requesting agency.
Employment Verification
The Utah State Board of Education (USBE) manages educator licensing records, but we do not track or verify individual employment histories.
