Title IV, Part A: Student Support and Academic Enrichment
Overview
Every Student Succeeds Act (ESSA) was signed into law in December 2015. It reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). Newly authorized under subpart 1 of Title IV, Part A of the ESEA is the SSAE program. The SSAE program is intended to improve students' academic achievement by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), and local communities to provide all students with access to a well-rounded education; safe and healthy students; and the effective use of technology to improve the academic achievement and digital literacy of all students.
Additional Program Information
The Title IV, Part A SSAE program is administered through Utah Grants. Applications for the new funding period will be available in Utah Grants in the fall of 2020.

Application Instructions
Your Local Education Agency (LEA) has funds available for Title IVA Fiscal Year 2023. Please choose the option best for your LEA to utilize these funds:
1. Complete the Title IV, Part A 2023 application along with a new needs assessment (if applicable) and submit in Utah Grants Management.
- Needs Assessment must be Completed Every Three Years.
2. Transfer funds from Title IVA to Title I or Title II. Your LEA will need to complete the transfer request form and return via e-mail to Jodi Parker.
- Do Not Submit a Transfer in Utah Grants.
3. Waive the application using the following instructions

The Title IV, Part A SSAE program requires financial reporting in the following three areas: safe and healthy students, well rounded educational opportunities, and effective use of technology. To ensure accurate and timely reporting, a program evaluation tracker is required for final reimbursement

Public Reporting
Description as follows: Every Student Succeeds Act (ESSA) was signed into law in December 2015. It reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). Newly authorized under subpart 1 of Title IV, Part A of the ESEA is the Student Support and Academic Enrichment (SSAE) program. The SSAE program is intended to improve students' academic achievement by increasing the capacity of State educational agencies (SEAs), Local Educational Agencies (LEAs), and local communities to provide all students with access to a well-rounded education; safe and healthy students; and the effective use of technology to improve the academic achievement and digital literacy of all students.
Districts and Charters, or Local Education Agencies, must use funds in the categories outlined below. Those with more than $30,000 must spend funds in all three areas, while those with less must choose one or more. The Utah State Board of Education is required to report the use of the funds by LEAs publicly.

Stronger Connections Grant
On June 25, 2022, President Biden signed into law the Bipartisan Safer Communities Act (BSCA). Through this legislation, Congress authorized $1 billion in formula funding under Title IV, Part A of the Elementary and Secondary Education Act of 1965 (ESEA) to State educational agencies (SEAs) to provide students with safer and healthier learning environments. Under the BSCA, SEAs must award these funds competitively to high-need local educational agencies (LEAs) to fund activities allowable under section 4108 of the ESEA
