State School Improvement Designations 

Elevate School Program

Elevate is Utah's voluntary state school improvement program for eligible non-Title I schools identified for Targeted Support and Improvement (TSI) or Additional Targeted Support and Improvement (ATSI) under the state's ESSA accountability system. The program provides participating schools with a comprehensive needs assessment, support from a USBE-approved Continuous Improvement Expert (CIE), funding to implement evidence-based improvement strategies, and ongoing guidance to improve outcomes for identified student groups.
 
Pursuant to Utah Code 53E-5-302.1, the Utah State Board of Education (USBE) solicits applications and designates at least six Elevate schools in years when a new Springboard cohort is not designated.
 
The next application cycle for the Elevate Program is anticipated to open in Fall 2026.

Springboard School Program

Springboard is a required state school improvement program for non-Title 1 schools that when ranked according to the percentage of possible points under Title 53E, Chapter 5, Part 2, School Accountability System, averaged over three school years is one of the five lowest performing elementary, middle, or junior high schools statewide or one of the two lowest performing high schools statewide.

Utah Code 53E-5301(12) and Utah Code 53E-5-302 direct the USBE to designate Springboard schools beginning with the 2025-2026 school year.
