Description
Purpose
The purpose of this interagency agreement between the Utah State Board of Education
(USBE) and Utah State University (USU) is to conduct a study to seek to identify a
positive LEA outlier in the state of Utah that supports a high-quality elementary
library staffed with a certified teacher-librarian to identify innovative practices
(e.g., intentional library programming, supporting classroom teachers, expanding student
library access, engaging in community outreach, intentional curation of book collections,
etc.) that result in student academic success.
Legal Authority
34 CFR § 99.31(a)(6) and 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Studies Exception” of the Family Education
Rights and Privacy Act (FERPA).

Data Shared
USBE does not engage in data sharing as a part of this study. Any data collection
or data sharing is conducted by the researcher. The researcher will use Quantitative
data which will include a demographic snapshot of the LEA, School Report Card data,
locally collected library data, and library programing. Qualitative data will be captured
through surveys and observations.
