Description

Purpose

The purpose of this Memorandum of Understanding between the Utah State Board of Education (USBE) and Utah Department of Human Services, Division of Substance Abuse and Mental Health is to oversee and support the provision of school-based mental health prevention, intervention, and postvention services, as described in the Utah Project AWARE 2022-2026 approved project application that has been provided to the Contractor.

Legal Authority

34 CFR § 99.31(a)(3), 34 CFR § 99.35, 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Audit and Evaluation Exception” of the Family Education Rights and Privacy Act (FERPA).

Data Shared included relevant data points for the implementation of oversee and support the provision of school-based mental health prevention, intervention, and postvention services, as described in the Utah Project AWARE 2022-2026. Data Shared includes:

School district level data, including School Climate survey data, shall be compiled and analyzed by the DHHS Project Evaluator, DHHS Project Director, and AWARE SEA Coordinator to determine impacts to student mental health indicators, student suicide risk indicators, and school climate indicators.
