Description

Purpose

The purpose of this Memorandum of Understanding between the Utah State Board of Education (USBE) and the following four Local Education Agencies: Canyons School District, Salt Lake City School District, Jordan School District and Granite School District is to provide, train, and assign literacy coaches to schools with low literacy achievement performance to provide early literacy coaching to teachers in kindergarten through grade 3.

Legal Authority

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

Utah Code Annotated (UCA) § 53E-3-1002(1)
provide, train, and assign literacy coaches to schools with low literacy achievement performance to provide early literacy coaching to teachers in kindergarten through grade 3.

Utah Administration Rule R277-326
USBE shall provide the salary, benefits, and costs associated with employing the Coaches. This shall include providing each Coach a laptop, monitor, docking station, etc. USBE shall not be responsible to pay indirect costs, which are not allowable.
