Description

Purpose

The purpose of this contract between the Utah State Board of Education and Vynyl LLC is to provide Discrepancy Analysis Tool modernization and maintenance. Vynyl will update (referred to as “modernization”) the current website application for the Utah State Board of Education to assist assessment of students for Special Education services under the Specific Learning Disabilities (SLD) category.

Legal Authority

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

Americans with Disabilities Act/ Section 508 of the Rehabilitation Act
Mandates that federal agencies ensure their electronic and information technology (ICT) is accessible to people with disabilities.
