Description

Purpose

The purpose of this interagency agreement between the Utah State Board of Education (USBE) and University of Utah Department of Psychiatry (U of U) is to further define the roles of USBE and U of U in maintaining and the SafeUT Project Administrator position.

Legal Authority

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

In 2019, as the creation of the Utah School Safety Center was coming into fruition due to HB120 in the 2019 legislative session, the University of Utah and SafeUT began conversations to create a liaison position that was shared between agencies. This position was funded through one-time money in 2020 and has since been secured through the efforts of the U of U and USBE.
