Description
Purpose
The purpose of this research sharing agreement between the Utah State Board of Education
(USBE) and Patrick Bayer (Duke University Researcher) is to understand whether drug-free
school zone laws protect children from exposure to drugs. If so, we seek to understand
if they impact student outcomes, such as achievement, attainment, and graduation,
and if they shape student behavior, such as attendance and suspension incidence. The
effects of this policy on student outcomes are not straightforward as their effectiveness
depends on the way the policy was designed to shape crime deterrence close to schools.
Legal Authority
34 CFR § 99.31(a)(6) and 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Studies Exception” of the Family Education
Rights and Privacy Act (FERPA).

Education Program (IEP) participation
- The relevant grades are 3 through 12, and student names are not requested.
