Description

Purpose

The purpose of this interagency agreement between the Utah State Board of Education (USBE) and Utah Higher Education Assistance Authority (UHEAA) is for UHEAA to identify trends in completion of the Free Application for Federal Student Aid (FAFSA) amongst high school seniors by race/ethnicity, English Language Learner status, and free and/or reduced lunch status to improve and customize our outreach efforts to better assist the specific and diverse needs of our communities. UHEAA would provide USBE with a list of students who completed the FAFSA in the 2019-2020 school year. We request that USBE then identify which of those students was a class of 2020 senior, and compare that list with their entire list of 2020 seniors.

Legal Authority

34 CFR § 99.31(a)(6) and 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Studies Exception” of the Family Education Rights and Privacy Act (FERPA).
