Description
Purpose
The purpose of this research sharing agreement between the Utah State Board of Education
(USBE) and Researchers NATALIA PALACIOS, Ph.D.; NATALIE BOHLMANN, Ph.D.; AND ROSS
LARSEN, Ph.D. is to leverage state data to explore differences in Spanish speaking
ELs' achievement related to language program experienced in the early elementary period.
Additionally, Utah is one of the first states to systematically offer DLI instruction,
which is thought to benefit ELs by leveraging student's home language and the language
of instruction to support long-term learning.
Legal Authority
34 CFR § 99.31(a)(6) and 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Studies Exception” of the Family Education
Rights and Privacy Act (FERPA).
