Description
Purpose
The purpose of this interagency agreement between the Utah State Board of Education
(USBE) and Utah Systems of Higher Education (USHE) is for Concurrent Enrollment Reporting
and Analysis--USHE is required by statute to report on the students who participate
in concurrent enrollment at our institutions. This requires data matching across USHE
and USBE. Career and Technical Education Reporting and Analysis--the federal Perkins
program requires USHE to report on K12 students who receive technical education at
a USHE institution through concurrent enrollment. College and Career Readiness Reporting
and Analysis--required reporting for the Every Student Succeeds Act. USHE provides
LEAs and schools with aggregated annual reports on their students' enrollment in higher
education institutions. This would also include analysis related to state scholarships
such as T.H.Bell.
Legal Authority
34 CFR § 99.31(a)(3), 34 CFR § 99.35, 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Audit and Evaluation Exception” of the
Family Education Rights and Privacy Act (FERPA).
