Description

Purpose

The purpose of this interagency agreement between the Utah State Board of Education and University of Utah is to provide funding to support a total of eight graduate students as part of the grant cohort. Although the University of Utah has both Educational Specialist and Doctoral programs in School Psychology, the cohort will be selected from the Educational Specialist program—as programmatic data indicate that these graduates are most likely to practice in LEAs.

Legal Authority

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

Individuals with Disabilities Education Act (IDEA)
This federal law, along with its regulations like 34 CFR 300.154(a), mandates interagency agreements or other mechanisms for interagency coordination, particularly concerning the provision of services to students with disabilities.

Utah Code Section 53F-5-218
This section creates a competitive grant program to provide funding to LEAs to award scholarships to individuals pursuing education and training to become licensed teachers, counselors, social workers, and school psychologists.
