Description

Purpose

The purpose of this contract between the Utah State Board of Education and Language Testing International is to provide the American Council on the Teaching of Foreign Languages (ACTFL) Assessment of Performance toward Proficiency in Languages (AAPPL) assessment in Spanish, French, Chinese (Mandarin), Portuguese, German, and Russian to determine student proficiency in the target language for students in grades 3-9.

Legal Authority

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

Utah Code § 53F-2-502
Supports the use of assessments like the AAPPL within the framework of the state's dual language immersion (DLI) program.
