Description

Purpose

The purpose of this contract between the Utah State Board of Education and Waterford Research Institute is to provide a software "UPSTART", an in-home, technology-delivered kindergarten readiness program that is designed to give Utah four-year-olds an individualized reading, mathematics, and science curriculum with a focus on reading.

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

An in-home, technology-delivered kindergarten readiness program that is designed to give Utah preschoolers an individualized reading, mathematics, and science curriculum with a focus on reading. Children participate in the program during their preschool year. At least 30% of the preschool children who participate in UPSTART are required to be children from low income families. "Low income" means an income below 185% of the federal poverty guideline (Section 404(2)(b)(ii))).
