Description

Purpose

The purpose of this agreement between the Utah State Board of Education and Utah Data Research Center (UDCR) is to designate the Utah Data Research Center as their individual and collective agent or authorized representative as the case for the purpose of holding and dealing with data. Providing such data will support the formation of evidence-based research, and policy for the state of Utah through longitudinal record matching also support research for developing public policies, evaluation of State and Federal program, improving the quality of instruction and education in Utah.

Legal Authority

34 CFR § 99.31(a)(3), 34 CFR § 99.35, 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Audit and Evaluation Exception” of the Family Education Rights and Privacy Act (FERPA).
