Purpose

The purpose of this contact between the Utah State Board of Education and the Evaluation and Training Institute is to provide independent external evaluation of the UPSTART program.

Legal Authority

34 CFR § 99.31(a)(3), 34 CFR § 99.35, 20 U.S. Code § 1232g(b). This data sharing is permitted under the “Audit and Evaluation Exception” of the Family Education Rights and Privacy Act (FERPA).
