Description

Purpose

The purpose of this contract between the Utah State Board of Education and Multidimensional Software Creations is to provide maintenance and enhancements for the Transition from Early Intervention Data Input (TEDI) Program. The Transition from Early-intervention Data Input System (TEDI) is a crucial tool designed to manage and facilitate the transition of children from Part C early intervention to Part B preschool special education services in Utah. TEDI helps streamline the referral process for children who are potentially eligible for these services, ensuring that their data is accurately recorded and transferred between relevant systems. The purpose of TEDI is to enhance the efficiency and effectiveness of managing student transitions, thereby supporting better educational outcomes for children with special needs. The Transition from Early Intervention Data Input (TEDI) Program is made up of a set of sub-system that facilitate the communication, reporting, and reconciliation of children that transition from the Baby Watch Early Intervention Program (BWEIP) to the Utah State Board of Education (USBE) as identified in Part B of the IDEA Act.

34 CFR § 99.31(a), 20 U.S. Code § 1232g(b). This data sharing is permitted under the “School Official Exception” of the Family Education Rights and Privacy Act (FERPA).

20 U.S. Code § 1416(a)(3)(B)
This section of the IDEA mandates that states must ensure that children transitioning from Part C to Part B have an IEP developed and implemented by their third birthday.

This regulation outlines exceptions to the evaluation timelines, including parental refusal to provide consent.

This regulation requires states to monitor local education agencies (LEAs) for compliance with IDEA, including the transition from Part C to Part B
