School-based Mental Health Qualified Grant Program

Overview

The state board shall distribute money appropriated under this section to Local Education Agencies (LEAs) to provide, in a school, targeted school-based mental health support. This includes clinical services and trauma-informed care, through employing or entering into contracts for services provided by qualifying personnel.

Policy

The School-based Mental Health Qualified Grant Program for LEAs was created in accordance with the following regulation:

In the 2020 Legislative Session, the Utah State Legislature House Bill 323: School Mental Health Funding Amendments by Representative Steve Eliason and Senator Ann Milner addressed provisions relating to the School-based Mental Health Qualified Grant Program.

These provisions include the following:

  • Adds language to include telehealth services as a qualified use of funds.
  • Adds Teacher and Student Success Account (TSSA) as an approved funding source for the fund matching requirement for an LEA whose plan was approved by the state board before April 1, 2020.
  • Removes the fund matching requirement for an LEA whose plan was approved by the state board after April 1, 2020.

Fiscal Year 2021 allocation projections for Local Education Agencies (LEAs) were based on the October 1, 2019 headcount, and final allocation amounts will be determined following the October 1, 2020 headcount.

Note: To be considered, the Utah State Board of Education must receive your electronic copy by the dates specified above. All e-mail submissions will be confirmed with a receipt e-mail from the Utah State Board of Education within 24 hours. An LEA shall resubmit if a receipt is not received.

2021 Fiscal Year Request for Second Distribution (Additional Funding)

This grant will be administered through the Utah State Board of Education. Each LEA with an approved plan will receive an initial distribution totaling 25% of the allocation upon plan approval on the August allotment.
In order to receive the second distribution totaling 75% of the allocation, an LEA must demonstrate the hiring of qualified personnel to the Superintendent. We are requiring the LEA provide the Comprehensive Administration of Credentials for Teachers in Utah Schools (CACTUS) Identification Number or the Division of Occupational and Professional Licensing (DOPL) Number for the hired qualified personnel for verification. If the LEA enters a contract with a local mental health authority, they need to provide evidence of the executed contract.

LEAs are required to provide an annual report of their progress toward achieving goals and outcomes outlined in their School-based Mental Health Qualified Grant Program plan.
